Why does punishment not deter crime in society, when it can work quite successfully when gangs control an area?

When the criminal gangs want to control all the crime in an area they can stop it dead, except what they want. Why can society not do the same, only not do the gang crime?

Little old ladies could sleep better in their homes.

punishment isnt harsh enought to deter crime. prisons should be somewhere that you would never want to go but in some cases, they offer a better quality of life than being on the outside. they should be bare necessities with no luxury items and no rights for prisoners so they can pay their debt to society. thanks to intervention from the EU, having 3 meals a day, a bed for the night and access to most things that they would have had at home without risk of financial debt can be appealing for some people.
gangs on the other hand will work outside the law to ensure rules are adhered to. the penalties are going to be much harsher including capital punishment so there is an incentive to behave yourself.
personally i dont agree with either of the above as being acceptable punishments for general crimes. they are going from one extreme to the other. there is a middle ground but politicians are unable to utilise it thanks to control from brussels and the gangs operate through fear and intimidation so there is no benefit to softening up.
